In coordination with TFMS Feasibility Planning Report (GOC5762859), Consultant is to provide recommendations to optimize the existing building layout to provide additional office space and optimized use, meeting current PMM standards. Consultant to use TFMS Feasibility Planning Report as a baseline but confirm design complies with applicable standards/codes and provide suggestions of design changes as applicable scope includes, but is not limited to:
-Renovate CCRU General Office, Staff Sergeant, Hall/Exhibit Custodian, Exhibits, Equipment Room, Office/Hall, Locker/Exercise Room, Analyst Office, Bull Pen and New General Admin Office as pre TFMS Feasibility Planning Report. Protect the occupied areas with hoarding to keep debris and distractions to a minimum. Staff working in the areas under construction must be able to use the kitchen/boardroom located on the west side of the building as a temporary workspace.
-Design a new entry to the building, CCRU Sergeant Office, Analyst Office, CCRU General Office, a Project Room, Kitchenette, Bull Pen, Flex Stations, Staff Sergeant Office, Sergeant Office and another enclosed office space. Additionally, the Locker Room will have a larger entrance and the Office/Hall will become storage. The Equipment Room will lose 1 entry, which will maximize the storage space within and the Men’s WC near the back entry will now include a urinal.
-The demolition phase will include the front face of the building, where windows will be enclosed and a door will be installed. A new public accessible washroom adjacent to the main entrance will be included in the space. Hoarding must be placed around the existing Staff Sergeant and New General Admin offices to protect the occupied areas and keep distractions to a minimum. Staff will use one of the 2 kitchenette spaces as temporary workspaces and must be accessible.
-During all phases, access to fire exits, washrooms and kitchen must remain.
-Consultant to confirm the current fit-up is compliant with all building code requirements. This should include electrical and mechanical considerations.
-All construction hoarding must meet the security requirements of the RCMP, during all phases of the Program of Work.
-Consultant to complete a full review of the HVAC, controls, electrical and lighting systems including age, condition and expected useful life. Options are to be provided complete with lifecycle cost assessments as per sections 7.15 and 7.16 of this Requirements Document. Systems are to be modified to suit new layout.
-For modified lighting system:
- Consultant to confirm if there will be a partial or entire building refit to “line voltage” fluorescent fixtures and the associated operational impact. Provide options to clearly identify the different light fixtures for maintenance staff.
- Consultant to record pre-construction and post-construction light level readings to confirm they meet applicable standards.
-The Consultant shall consider for a new fire alarm and sprinkler system (no existing system in the building) as required to meet current PMM standards and building codes.
-Renovations to layout and building extension shall consider structural components of the building and ensure the modifications do not impact the structurability of the building.
-Consultant to review existing building envelope and provide suggestions for increased insulation and weatherproofing as applicable.
-A security guard (provided by BGIS) must be on site during the entire Program of Work, as this facility is a 24/7 operational zone.
Consultant shall provide the following:
-load calculations to meet new layout/extension.
-HVAC and Halocarbon SOP in PDF and Microsoft Word (after construction to incorporate modifications)
-Arc Flash Analysis and Study report in PDF and Microsoft Word (after construction to incorporate modifications)
-Electrical Single Line Diagram (in PDF, CAD and framed hard copy. Please see note 4.13).
Consultant is to take into consideration and realize industry standards, and shall comply with all applicable Standards/Codes. Additionally, for the building interior upgrade at this facility, consultant is to take into consideration all Security Requirements for compliant operations of this area to realize industry standards and the RCMP PMM.
