Notice of Planned Procurement for Waste, Composting & Recycling Services (RFP), Paper Recycling Services (Qualified RFQ) and Hazardous Waste, Bulbs & Batteries Pickup Services (RFSO). These seperate solicitations will be published between July 20, 2023 and September 29, 2023 (subject to change or cancellation). Award, assuming the solicitations and evaluations are successful, will be in October/November 2023 with start dates of April 1, 2024 (February 1st 2024 for Hazardous Waste). The contract length will be 3 years with 1 option year ending March 31st 2028. Interested bidders should have a significant presence in the National Capital Region and should be ready to provide proof of such.
Interested suppliers should have the capacity and ability to:
Waste, Composting & Recycling Services Tender
1. Provide waste, composting and recycling (not including office paper or other paper related products though some corrugate may apply)
2. Provide and maintain various receptacles (32gal to 96gal totes, 2yd to 8yd bins, 20yd to 42yd compactors) for between 40 to 50 sites. The make up of inventory at each site will be provided with the solicitation.
3. Provide a fleet and security cleared (secret and in some cases RCMP cleared) employees that can service 40 to 50 Governement of Canada/BGIS run sites daily, weekly and bi-weekly with an "on call component".
4. Demonstrate capacity to service large clients in the National Capital Region using basic financial reporting and examples of current contracts.
5. Demonstrate that this service forms a core part of their business.
6. Demonstrate the ability to operate in both Ontario and Quebec. Contracts will be awarded by Portfolio and Quebec sites and RCMP cleared sites may be awarded separately.
Paper Recycling Services
1. Provide paper pickup and recycling services.
2. Provide a fleet and security cleared (secret and in some cases RCMP cleared) employees that can service 40 to 50 Governement of Canada/BGIS run sites daily, weekly and bi-weekly with an "on call component".
3. Demonstrate they have the fleet to manage and the infrastructure to recycle paper products generated from multiple sites in the National Capital Region.
4. Demonstrate that this service forms a core part of their business.
5. Demonstrate the ability to operate in both Ontario and Quebec. Contracts will be awarded by Portfolio and Quebec sites and RCMP cleared sites may be awarded separately.
Hazardous Waste, Bulbs and Batteries
1. Provide Hazardous Waste pick up service.
2. Provide a fleet and security cleared (secret and in some cases RCMP cleared) employees that can service 40 to 50 Governement of Canada/BGIS run sites on an "as and when required" basis.
3. Demonstrate they have the fleet to manage and the infrastructure dispose of Hazardous Waste generated by the above referenced sites.
4. Demonstrate that this service forms a core part of their business.
5. Demonstrate the ability to operate in both Ontario and Quebec. Contracts will be awarded by Portfolio and Quebec sites and RCMP cleared sites may be awarded separately.
Suppliers may be asked within the solicitation(s):
1. To describe or propose scale or weight measurement innovations that allow real time reporting of diversion, landfill, composting and recycling data.
2. To describe or propose a method of reporting such as a tailored information portal which is future ready to deliver real time data based on BGIS's needs.
3. To provide proof of certifications (Ontario and Quebec) of disposal, landfill, composting and recycling sites for the National Capital Region.
4. Confirmation of organizational security at a level of DOS or FSC and a list of empolyee clearances.
5. Provide a list of RCMP cleared employees.
6. To provide a copy of their Business Continuity Plan which speaks to ensuring service continuation during protests, pandemics, weather related challenges and other factors which could interrupt services.
7. To provide a copy of their Sustainability Plan.
8. To provide a copy of their Diversity Plan or Policy.
9. To provide proof of a Health & Safety plan with active employee engagement and training.
