The purpose of this project is to implement accessibility upgrades to base building areas to remedy deficiencies and recommendations that have been identified in the 2018 Accessibility Audit (GOC920279). There are outdated standards for accessibility and as a consequence, some entrances, ramps, stairs and most washrooms do not meet the modern accessibility requirements. The project will include a thorough review of the recommendations from the audit according to the latest accessibility standard (CSA B651), a scope of work for upgrades in compliance with the most current legislation or standard, and implementation. Any modifications should also include preference for touchless or antimicrobial surfaces to avoid cross contamination as well as components meeting higher efficiency standards (such as low flow aerators, automatic flushing valves and occupancy sensing devices). The consultant shall review the feasibility of implementing all recommendations from the audit and should provide options to either modify or retrofit components to meet standards, to replace only deficient components or to completely modernize the spaces (such as washrooms) as the preferred/cost effective method when considering current condition and lifecycle stages.
The work to be completed shall generally include: * Laurier entrance: extend concrete ramp to create 1:12 ratio, and install new compliant railings and indicators; stairs to have indicators and handrails on both sides; * Parking entrance: increase door size to at least 810mm, add assisted door operator buttons and relocate building ID readers; * Rideau Centre entrance: increase power assisted door size to 810mm or greater; * Mackenzie King/Laurier entrances: relocate intercom to be not more than 300mm from power door operator button; * Washrooms (general modifications to washroom throughout, including): modify accessible stall sizes, hinges and handles; toilet/urinal height; provide urinal grab bars and markers; provide at least one accessible lavatory; other accessories as mentioned.
It should be noted that exterior Building components may be subject to Heritage restrictions and interventions should be planned accordingly. It should also be anticipated that ACM will be disturbed in washrooms (contained in joint compound behind tiled walls and a project specific DSR will be required prior to implementation.
