Brookfield GIS Workplace Solutions Inc. (“WSI”) invites submission for Contractor Qualification of Electrical Contractors to act as Prime Contractor in the performance of the Work required to complete a Fire Alarm Upgrade located at Victoria Courthouse, 850 BURDETT ST., VICTORIA, BC, V8W 1B4, with a preliminary construction estimate value of $1,200,000.
The purpose of this Request for Qualification is to qualify Contractors for an Invitation to Bid for the following Work including, but not limited to:
1. Phase replacement and upgrade of the Victoria Law Courts building fire alarm system, including mass notification system function.
2. Demolition of the existing fire alarm system, raceways and wiring
3. Replacement and Upgrade of the Victoria Law Courts building fire pump, including provision of new circuit breakers, feeders, fire pump controller, and supervision of new fire pump devices
4. Demolition of the redundant fire pump, wiring and accessories
5. Replacement and upgrade of the Victoria Law Courts building exit signage and demolition of the existing exit signage
6. Replacement and upgrade of the Victoria Law Courts building emergency/unit lighting and demolition of selected existing emergency lighting
7. Project management, coordination and administration of all subcontractors and suppliers. Coordination of work with Victoria Law Courts operations and maintenance staff, including Sheriff’s
8. Provision of all project documentation identified in the contract documents
9. Coordination with the Engineer – Evolve Engineering, Nik Alcock and Owner including all required administration
10. Cash Allowance inclusion in bid price to retain Viking Fire Protection Inc., to perform the following scope of work:
- All fire alarm components required to make a complete, functional 2 stage system per the contract documents
- Detailed riser and connection diagrams after consultation with the Contractor on riser and floor layout
- Battery, amplifier, power supply and circuit load calculations
- Installation and termination of the internal components in the FACP and remote annunciators
- Programming of the FACP, including address sheets for the Contractor
- Phase inspections and verification of the system
- Final Inspection, demonstration and training
- Verification Reports
- 3-year warranty on all components
- The value of the cash allowance is $130,000 plus PST/GST.
- Note: the cash allowance item does not include the following items which shall be provided by the Contractor
1. Complete installation of wiring and devices by floor. All wiring and devices shall be metered for grounds, shorts, open and polarity. Devices shall be ready for termination by Viking Fire Protection Inc.
2. Provision of all back boxes and wiring for FACP and Annunciators
3. Provision of one Journeyman and one Apprentice for the duration of the verification inspection
4. All ladders, lifts and scaffold required to access the devices
The Submission of Qualifications (SOQ) will be evaluated and scored by an Evaluation Committee consisting of a minimum of 3 Evaluators. The Evaluator scores will be totaled and divided by the number of Evaluators to determine the total points awarded to the Respondent in each category. Respondents must meet a minimum score of sixty (60) points to be Qualified.
All Respondents reaching the minimum score in Appendix B will have one (1) project reference check undertaken by WSI. The project reference check will be scored and evaluated. A Respondent will be required to achieve a minimum score of fifty (50) points on the project reference check to be Qualified. Information gathered during reference check shall remain confidential.
The Invitation to Bid package will be issued to the Qualified Contractors within two (2) weeks of close of the RFQ. The proposed date for Substantial Performance of the Work is the 31st day of December, 2019.
