Statement of Work/Overview:
BGIS is looking to hire a multi-disciplinary team of advisors to conduct a Carbon Neutral Study for 166 Frederick Street in Kitchener, Ontario. The building will continue to house federal tenants, in compliance with all appropriate codes, standards and policies and in accordance with the requirements of the competent authorities having jurisdiction.
The Carbon Neutral Study encompasses four (4) options for the future operations of the building (including building retrofit/renovation) with the intent of determining the best value to the Crown and the highest GHG savings potential.
The Study will analyze and evaluate against the baseline for the current complex the four options listed below with increasing levels of enhanced long term sustainability and high-efficiency energy, GHGs and water performance:
Option 1: Designed to Meet Minimum Departmental Standards;
Option 2: Designed to Achieve Cost-Neutral (25 Years) GHG Emission Reductions;
Option 3: Designed to Achieve the Maximum GHG Emissions Reductions Irrespective of NPV; and
Option 4: Optimized Hybrid GHG Emissions Reductions with the Best Value to Canada with the Potential for a Slightly Negative NPV.
The BGIS SOW, is to be referenced for the detailed Study requirements. BGIS Carbon neutral/GHG Options Analysis Study RFP for Prime Consulting Services is to be used for this Project.
The consultant is required to carry all the relevant trade contractor(s) to conduct various site investigations as required in order to complete the Study. BGIS technicians are available for consultation only, but not for investigation. This must be undertaken by the consultant and their sub-trades and escort(s), supplied by BGIS.
This is a 3 storied building with basement; total gross area of the building is 4,847 m2.

Addendum #2
Clarification:
Q1: Are as-built structural drawings available for the
building?
A1: Yes, PDF drawings will be provided to the
successful proponent upon award.
Q2: As per section 4.4.1 of the RFP, proponents are to
list and describe two projects in the order of $250,000
to $500,000 in consulting services’ value. Can the value
of the projects be extended to $600,000?
A2: Proponent should keep the reference projects
within the $250,000 to $500,000 value.
Q3: In section 4.5.2 Experience and Qualifications of
Key Personnel a Lead Architect/Building Envelope
Specialist is required. Understanding that this project
involves a heritage building, are we required to carry a
Heritage Architect, or can we propose a Building
Envelope Specialist with extensive experience working
with Heritage Buildings?
A3: Building Envelope Specialist with experience in
Heritage Buildings is enough. No need to carry a
Heritage Architect.
