Complete Gap Analysis study that incorporates the Green House Gas report. The overall strategy is to modernize the space, while reducing the foot print. Study to provide options ranging from bare minimum to optimal. Tenant mix can be looked at further with a focus on minimizing vacancy as much as possible. Currently building accommodates Canada Post, Public Relations Office, Transport Canada, Fisheries and Oceans Canada (DFO) and Navy League. The study should seek DFO as the primary tenant that needs to be accommodated in a modernized space. The remainder of clients mix can be adjusted. Some options should be provided in terms of GHG reduction. The study should approach the building as a long-term hold on behalf of the Crown .Some innovative approaches to maximizing value to the Crown should be considered. Rough designs, costs etc. should be received in the report.
