Brief Overview: The Henry Larsen Building is a 3-storey building with a basement located near the business district of Yellowknife. The building is owned by the Government of Canada and was constructed in the 1970s with major renovations in 1997-1998. The building serves as the RCMP head office in Yellowknife.
The building has an older Notifier NFS-640 fire alarm system that detects fires, monitors, controls the sprinkler system pre-action zones, and notifies building tenants of fire related emergencies when they occur.
The existing fire alarm system control panel was installed in 2009 but the building service team has indicated portions of the system are 20 years old or older. The main fire alarm panel is located on the 3rd floor and receives power from panel PNL-E2A CCT 24 located in room 328 on the 3rd floor. There is also an annunciator near the main floor entrance lobby. The buildings current fire alarm design is old and would not pass building inspections if it were installed today. BGIS has indicated the current fire alarm annunciator system has accessibility limitations. The current voice annunciation system is not compatible with hearing aids. The building also lacks many notification devices such as alarm strobe lights that would be required to pass current building codes.
The existing fire alarm system requires upgrades to maintain its serviceability and functionality. The most recent yearly Fire Alarm System Test & Inspection report produced by Fire Prevention Services Ltd. Indicated the existing fire alarm system is not fully functional and has major deficiencies as noted by Fire Prevention Services Ltd. in their latest fire alarm system test. The most recent fire alarm inspection report from Fire Prevention Services Ltd. indicates some of the pull stations have failed their inspections.
The fire alarm control panel, manual pull station(s), smoke detector(s), duct smoke detector(s), and horn and visual signal(s) are all considered obsolete and will need to be replaced.
