GOC4687546-CS - GOC4687546-CS Feasibility Study - DFO FWI Wellness Path Incorporating CPTED Prin

Perform a feasibility study to construct a Wellness path around the perimeter of the Freshwater Institute site incorporating CPTED principles.  Some main points for the feasibility study to consider:
-Existing network of beaten paths on the site and how they connect with neighboring facilities and infrastructure
-How CPTED principles can be incorporated into the project (assessing current infrastructure and landscape features)
-Stakeholder consultation (DFO security, DFO management and staff, University of Manitoba, neighboring facilities)
-DFO leases the land from the University, investigate what is required to proceed to construction                                                                                                                                                                                 This project will lead into a construction project for fiscal year 2022-2023.  (project number GOC4686038)  The preliminary scope of that project is below but will also include the DFO approved requirements identified in this feasibility study.                                                                                                                                                                                                                                                              Design Requirements for construction projects : Design and construct a wellness path at the Freshwater Institute for usage by staff and members of the university community.  The idea is to create a pathway around the circumference of the site to encourage walking, rest, reflection/meditation, etc. while also incorporating Crime Prevention Through Environmental Design (CPTED) principles.  The increase in foot traffic around the site will provide ¿eyes on the street¿ to reduce improper usage of the area (i.e. drinking alcohol behind the solar warehouse) and limit crimes of opportunity, while also serving the health and wellbeing of the community and our employees.

Lighting along the path will allow for after-hours usage from members of the public and reduce the need to cross through the property when leaving events at IG Field (located near the site).  Consider Accessible design standards wherever applicable (use tactile footings at vehicular crossings).
