GOC376675-CS - CNS: Roof Envelope System Replacement

The purpose of this project is to address the deteriorating roof system of the RCMP G Division, Henry Larsen Building, by installing a complete roof replacement with enhanced insulation so as to meet or exceed National Energy Code of Canada for Buildings (NECB) prescriptive requirements for Yellowknife, NT (zone 8).  Replacement of the roof system will assist in the improving the overall thermal efficiency of the building and assist in achieving PSPC’s goal of net-zero carbon portfolio by 2030.  Additionally, an upgraded roof system is an energy conservation measure identified in overall building upgrades as part of bundles 3 and 4 of the Carbon Neutral Study prepared for the facility.  Finally, documentation indicates that the existing roof system was installed in 1997 (24 years ago).  The typical useful lifespan of this type of roofing is approximately 20-25 years meaning the existing roof is nearing the end of its expected useful life.
As Stated in the requirements document, the scope of work would consist of the following:

1. Removal of the existing roofing membrane, coverboard, insulation and vapour barrier.
2. Installation of  anew vapour barrier, minimum R40 thermal ridged insulation, sloped insulation as required, and new 2-ply SBS waterproofing membrane.
3. Remval and replacement of all associated sheet metal flashing and roof drain leaders.
4. Reinforcement of the roof decks and parapet extensions as required to accommodate the increased thickness and weight of the upgraded insulation and potential future solar photovoltaic panels.
5. Modifications to the existing cladding panels as required to accommodate the roof system thickness
