Description

The Stanley Knowles building is located at 391 York Avenue in Winnipeg, Manitoba. Available documentation indicates that the 13,885 m2 four storey building was built in two distinct stages as a regional office hub for the Federal Department of Revenue. Drawings for the original two-storey building date to 1959, while documents for the additional two floors date to 1966. Major renovations were completed between 1993 and 1995, including the replacement of all major building electrical, mechanical and HVAC systems. The building has been given Federal Historic Designation as being exemplary of the Modern Style.

This project is intended to execute the roof replacement of the Stanley Knowles building. The building condition report (BCR) of 2017 confirms the existing roof is past its expected life and needs replacing. The BCR from 2014 also indicates that some infiltration of water from the roof occurred around condenser unit mounts, and that tar was applied to prevent further leaking. Refer to the Statement of Requirements in Appendix M.

The intent of this project is to engage an architect/engineer to perform architectural and engineering services related to the roof replacement of the Stanley Knowles building. The architect / Engineer will review the existing roof condition; develop Investment Analysis Report including lifecycle costing analysis; perform design development; tender preparation and perform contract administration for the implementation portion of the project.

Failure to register may result in the Proponents representative being refused access to the site. BGIS will contact all Proponents that register and confirm the site visit time in the case when there are multiple site visit times. Proponents are advised that there will be an Optional site visit to be held on the date and times specified within the item 1.5 above. A maximum of one representative of each Proponent, or its authorized representative, are permitted to attend the Optional site visit. Attendees will meet the BGIS Representative at the Stanley Knowles Building on 391 York Ave., Winnipeg, MB at the commissionaires’ desk. Site visits will be conducted in small groups.

All individuals attending the site visit must bring their own Personal Protective Equipment (PPE) including safety shoes/boots, safety vests, hard hats, safety glasses and face masks. Individuals without the appropriate PPE will not be permitted to access the site.

Proponents are expected to carefully examine the site, fully inform themselves of the existing conditions and limitations and include in their fee proposal all costs required to meet the terms of the Contract.
