Scope of Work/Overview:
The Scope of Work detailed herein includes, but shall not be limited to, the provision, by the Contractor, of all labour, supervision, material and equipment necessary to complete the work and provide the services as detailed herein.
Background and Specific Scope of the Requirement
The building known as the Winnipeg Taxation Centre is in East Winnipeg on a large 10-hectare site adjacent to major thoroughfares. Constructed in 1979 at 66 Stapon Road, this is a large footprint (31,710 gross area - square meters), two-storey building with a rentable space of 27,922 square meters.
South of the building is a storm water retention pond that also serves as a contemplative and reflecting pond. There is approximately 2.4 hectares of soft landscaping comprised of sod, shrubs and trees with wood and stone mulch. The trees and shrubs are a mix of deciduous and coniferous species. There are large planters of shrubs, trees and bedding plants adjacent to the south facade as well as along walkways. Directly in front of the main entrance is a large paved plaza that serves as a staff meeting and conversation area.
The retention pond was designed as a storm drainage pond to capture excess rain and snow melt from around the property. Water samples taken from the retention pond indicates that the body of water is in a eutrophic state which means the water has high nutrients and low dissolved oxygen which results in excessive aquatic growth and an odor. The muck samples analyzed showed that the toxin levels were low with the muck levels between 9.0 and 30.5 cm in depth.
The existing quick coupler irrigation system was a point of use system and has not been used for approximately 10 years. Since the system has not been used for several years it can be assumed that some of the underground water lines may have been crushed, torn or damaged from natural elements or other utility companies performing upgrades on the site making them no longer usable. At various points these existing water lines run underneath asphalt roadways or concrete sidewalks and the sleeves underneath.
Requirements
The Contractor must provide skilled and licensed personnel to provide general maintenance of the grounds.
It is imperative that the work completed portrays and supports the reputation of this world-class facility.
The work is to include the following:
Part A Pond Work:
- Pond aeration system will include compressor, ProAir4 Diffuser Plates, ProAir2 Diffuser Plates, Airline, 2 - three port manifolds, 1 - four port manifolds and related materials.
- System will be placed on a concrete pad and covered with a lockable sound booth.
- 2 floating fountains will be spaced evenly in the pond as per drawing.
- Fountains will include a total of 6 LED lights.
- LG Sonic E-Line Ultrasound Algae Control
- 2 - E-line system with control panel
Riparian Zone
- Wetlands shoreline plants/material as per site drawings
- Upland native grass/perennial & material as per site drawings
Electrical
- Contractor is responsible to have electrical service line supplied for all equipment.
- Work must be completed by a certified electrician with security requirements.
- All work must be completed in accordance with Manitoba electrical code.
- Outdoor electrical to be placed in a secure enclosed structure.
Clean Up
- Contractor to repair any damage to existing landscaping.
- Topsoil and sod to be in accordance with City of Winnipeg requirements.
- The contractor is responsible for ensuring that all replacement sod is adequately watered for one full growing season.
- The use of hoses and other materials to maintain the grounds should not impede access to sidewalks and other paved areas where there is foot traffic.
As Built Drawing
- Contractor to provide “as built” drawings within 60 days upon completion of work.
Part B Irrigation Work:
Underground Piping:
- Piping to be installed 450 to 600 mm below grade as per site drawings.
- Use high quality HDPE DR17 piping.
- Sleeves must be placed under hard surfaces as noted on drawings.
- Pipe connections to be electro fused.
Valves and Valve Boxes
- Valves are to be lug style butterfly.
- Valves boxes will be lockable commercial grade.
Quick Couplers
- Brass/stainless steel style.
- 5 keys to be provided to consultant upon completion.
- To be placed in lockable valve boxes.
Booster Pump
- Pressure booster pump to be provided in mechanical room.
- Work must be completed by a certified electrician with security requirements.
- All work must be completed in accordance with Manitoba electrical code.
Clean Up
- Contractor to repair any damage to existing landscaping.
- Topsoil and sod to be in accordance with City of Winnipeg requirements.
- The contractor is responsible for ensuring that all replacement sod is adequately watered for one full growing season.
- The use of hoses and other materials to maintain the grounds should not impede access tosidewalks and other paved areas where there is foot traffic.
