Scope of Work/Overview:

6. 1. 1. Work of this Contract comprises replacement and upgrade the existing base building access control system (excluding existing electric strikes, magnetic locks and wiring and pathway) of the Greenstone Building located at 5101 50th Avenue, Yellowknife, NWT. The expectation is to have a system with all elements fully functional, upgraded to current standards, integrated where possible, site-controllable and can be monitored and configured remotely by the client.
      2. Supply and install a new access control system (panels, controllers, server, workstation, network switches, rack/enclosure, UPS/power supply, etc.) and all necessary components (card readers, push buttons, door contacts, request for exits, etc.) for the base building.
      3. Perform access control system programming/testing/commissioning as per project design requirements and working schedules.
      4. Demolish unused existing base building access control system and all electronic components (access control panel, card readers, push buttons, door contacts, request for exits, etc.) as indicated unless otherwise noted.
      5. The transferring from existing base building access control system to the new system shall be done in proper sequence that the shutdown time is minimized. Commissionaire shall be employed to watch the building if there is access system shutdown.
      6. The scope of work is outlined as following. Refer to design drawings for detail technical scope of this project.
         1. Replace all existing base building access control panels. The new controllers shall have ports for new tenants to utilize base building access control system should the tenants ever decide to do so.
         2. Replace all base building’s ‘Request to Exit’ devices at doors and reconnect them to the new system.
         3. Replace all base building’s card readers at doors and reconnect them to the new system. New exterior card readers to be installed outside shall be weatherproof type with pin pads.
         4. Replace four (4) accessibility push buttons for main entrance’s single door and back door, and reconnect them to the new system. Due to the location of the current push buttons, new push button shall be weatherproof as well.
         5. Replace the card reader in the elevator #1 and supply and install a new card reader in the elevator #2, program and connect both card readers to the new access control system.
         6. Replace all base building’s door contacts and reconnect them to the new system.
         7. Replace existing security server/workstation located on the main floor behind the reception area.
         8. Keep all base building’s electric strikes at all doors to minimize access control system shutdown time during construction and lower the construction cost. Since electric strikes are related with door hardware, to replace existing electrical strikes might cause door hardware change as well.
         9. Reconnect existing tenants’ access control devices to the new access control system control panels.
         10. Existing base building access control system conduit and wiring remain to use.
         11. The proposed new access control devices and controllers should work with existing wring and be able to be integrated with the existing PPSC access control system on 4th floor.
         12. Reprogram, test and commission the new access control system – provide commissioning documents such as Site Visit & Deficiency Report (SOR), Start-up Report (SUR), Performance Verification Report (PVR).
         13. The contractor/vendor will provide access control system training to BGIS O & M personnel, building security staffs and tenants’ operation staffs.
         14. Update or develop new Safety Operating Procedure (SOP).
7. The contractor shall also submit separate quotations for 1 year/3 year/5 year/10 year maintenance service contracts as per BGIS Project Manager’s instructions. If there are applicable annual/upgrade software licensing fees; the fees shall be included in the above quotations.
