The implementation of written instructions for the operation, maintenance, and testing/verification of HVAC systems and the calibration of all sensors, probes and gauges on which the systems depend for efficient operation. Must be updated every 5 years as per National Call Letter or upon major refit/change in operation. Last one completed in FY16/17.
The PFM community of practice including the Supervisor/Chiefs of Central Heating and Cooling Plants and the Project Manager community of practice and the Real Property Contractor must ensure compliance of HVAC systems with the applicable regulations, federal policy including MD 15000 as well as industry standard. This includes developing Standard Operating Procedures for HVAC systems, operating and maintaining systems and conducting indoor air quality testing as part of hazard investigations.
Note that Section 2.24 of the Canadian Occupational Health and Safety Regulations requires that SOP’s be reviewed by a qualified person and, if necessary, amended
(i) when modifications to the HVAC system are carried out in accordance with section 2.22,
(ii) when the standard referred to in section 2.21 is amended,
(iii) when the an investigation carried out in accordance with section 2.27 has identified that a health or safety hazard exists, or
(iv) at least every five (5) years.
The project intent is to engage a consultant to facilitate a comprehensive review of the existing conditions for the purpose of Review/Update to SOP’s. The findings of that review will be presented to the Crown for consideration in order to facilitate the required corrective measures. Not proceeding with these projects could result in add consequences, and risks associated with not proceeding with the project (i.e. ongoing Health and Safety Concerns, equipment failure, etc.
The scope of work will be limited to Complete HVAC SOP’s, therefore excluded from the scope of work will be:
- Any new components on existing equipment.
