The purpose of this Carbon Neutral Study is to identify the technologies and strategies available, and determine the investment required, to reduce carbon emissions from the direct and indirect burning of fossil fuels used as an energy source in an existing building’s operations. To meet the intention of PSPC to achieve their goals for carbon emissions reductions, the Carbon Neutral Study will need to be at least innovative, if not bold, in providing engineering solutions. Any solutions must be technically and financially feasible for each of the Options analyzed. The Carbon Neutral Study will enhance the federal identity with respect to sound environmental stewardship and fiscal responsibility of its existing office building infrastructure.
